Arkreen Network: Verifiable Random Number Generation for Fair Rewards Distribution

@everyone 3️⃣ Arkreen Network generates a verifiable random number and publishes the verification proof of the number at the beginning of every Epoch. At the end of the Epoch, Arkreen Network reveals the random number and selects a subset of the miners against the random number. The rewards within this Epoch are distributed to these selected miners.
