Phala Network Reward Update

Summary

Phala's team is proposing to move another year's worth of rewards (150M PHA) to the Khala subsidy pool.
The first move of funds from the Ethereum subsidy reservation to the Khala subsidy pool happened on April 8th, 2022, with a transaction amount of 226,800,000 PHA.
With the Gemini Update, Khala and Phala will share the same compute reward schedule and subsidy pool, necessitating the transfer of more funds to Khala.
